Counter is a flat surface in a kitchen on which you can prepare food. It could a surface / table  in a shop / restaurant / bank as well.

In Persian you may say:

روی پیشخوان، پشت باجه، روی بار

we have a different use of "on the counter" or OTC in medical terminology. We use it in the pharmacy for a drug which doesn t need doctor's prescription. The dug called OTC or on the counter drug
